The Town Council shall have the power and it shall be its duty to order certain certificates issued or to refuse to issue certain certificates or to issue certificates for a partial exercise only of the privileges sought. The Town Council may attach to the exercise of the rights granted by the certificate the terms and conditions as, in its judgment, the public convenience and necessity may require.
