§ 112.22 PREREQUISITES; ISSUANCE.
   The Town Manager or his or her designee shall issue permits between the hours of 8:30 a.m. and 4:00 p.m. on Monday through Friday. The issuing authority may issue a permit to a person who applies for a permit to use a loudspeaker or amplifier on a vehicle; provided that, he or she may issue only one permit during each 24-hour period. In the issuance of all permits, the issuing authority shall:
   (A)   Require a written application for permit, signed by the applicant, to be filed not less than 24 hours in advance, which application shall specify the time and place for commencement, the driver of the vehicle, the route by street names, a brief description of the message to be broadcast and the duration, which duration shall not exceed one hour for any 24-hour period. The applicant shall be an adult 18 years of age or older;
   (B)   Refuse to issue permits to commence before 8:30 a.m. or terminate after 6:00 p.m.; and
   (C)   Require that the application for a permit shall specify and the permit shall designate the person in charge of the activity. The person shall be an adult 18 years of age or older. The permit shall not be valid in the possession of any other person.
