Except in containers provided for same, no person shall deposit, dump, throw, cast, lay or place, or cause to be deposited, dumped, thrown, cast, laid or placed, any ashes, trash, rubbish, soil, earth, paper, garbage, refuse, debris, plant clippings or limbs or leaves in or upon any town park area or facility or in any watercourse, waterfront or slough within any recreation area.
