It shall be unlawful for any person to possess, consume or display publicly any alcoholic beverages or narcotic drugs on or in any town recreation area or facility, and it shall be unlawful for any person under the influence of intoxicating beverages or narcotic drugs to enter or remain on or in any town recreation area or facility.
