Any person aggrieved by the denial of a permit, as herein provided, shall have a right of appeal to the Town Council, but the appeal notice must be filed with the Town Manager within five days after the denial, and the appeal, upon the notice, will be heard by the Council at its next regular meeting or at any special meeting called by the Council for the appeal.
