(A) A permit issued pursuant to this subchapter may designate the particular area within the business district within which picketing shall be permitted on any specified day for which a permit is issued. The permit may set the starting time and duration of the picketing and other regulations as the issuing authority may include in the permit for the control of free movement of traffic upon the streets and sidewalks or for the health, safety and property rights of the participants and general public. The issuing authority, in setting requirements of the permit, shall consider, among other considerations provided, the following:
(1) Whether the activity will require excessive diversion of police from other necessary duties;
(2) Whether the activity will interfere with the rights of property owners in the area to enjoy peaceful occupancy and use of their property;
(3) Whether the activity can be conducted without unreasonable interference with normal vehicular or pedestrian traffic in the area, and with normal police or fire protection to the public; and
(4) Whether the activity will be likely to cause injury to persons or property, provoke disorderly conduct or create a public nuisance.
(B) If pickets promoting different objectives desire to use the same sidewalk for picketing and the use would result in the presence of more than six pickets thereon, the issuing authority shall allot time to each group of pickets for the use of the sidewalk on an equitable basis.
