§ 91.37 APPLICATION; ISSUANCE.
   (A)   The Town Manager or his or her designee shall issue permits between the hours of 8:30 a.m. and 4:00 p.m. on Monday through Friday. The issuing authority may issue a permit to a person who applies for a permit to conduct a picket line which purports to promote a particular or singular objective; provided that, he or she may issue only one permit during each 24-hour period.
   (B)   In the issuance of all permits, the issuing authority shall:
      (1)   Require a written application for permit to be filed not less than 72 hours in advance of the picket line, which application shall specify the time and place for the commencement and duration of any picket line. The applicant shall be an adult 18 years of age or older;
      (2)   Refuse to issue the permits for picket lines to commence before 6:00 a.m. or terminate after 5:00 p.m.;
      (3)   Refuse to issue the permits for picket lines to be held at the same time and place as those designated in a permit issued pursuant to a written application previously received by the issuing authority or his or her designee;
      (4)   Require that the application for a permit specify whether or not minors below the age of 16 years will be permitted to participate. Picketing, by its very nature, tends to lead to controversy which may be detrimental to the health and safety of the minors and therefore participation by minors is of legitimate concern to their parents and municipal authorities. No minor below the age of 16 years will be permitted to participate unless written permission for the participation, signed by the parent or guardian of the minor, is presented to the issuing authority when a permit is applied for and the name of the minor is listed on any permit issued; and
      (5)   Require that the application for a permit shall specify and the permit shall designate the person or persons in charge of the activity. The person shall be required to accompany the picket line and shall carry the permit with him or her at that time. The person shall be an adult 18 years of age or older.
