§ 91.17 APPLICATION; ISSUANCE.
   (A)   The Town Manager or his or her designee shall issue permits between the hours of 8:30 a.m. and 4:00 p.m. on Monday through Friday. The issuing authority may issue permits when they are applied for in connection with parades taking place on national holidays and in connection with regularly scheduled athletic events. In addition to the aforesaid permits, the issuing authority may issue a permit to a person who applies for a permit to conduct a parade or group demonstration which purports to promote a particular or singular objective; provided that, he or she may issue only one permit during any 24-hour period.
   (B)   In the issuance of permits to conduct a parade or group demonstration which purports to promote a particular or singular objective, the issuing authority shall:
      (1)   Require a written application for a permit, signed by the applicant, to be filed not less than 24 hours in advance of the parade, which application shall specify the time, place, route and duration of any parade or group demonstration. The applicant shall be an adult 18 years of age or older;
      (2)   Refuse to issue the permits for parades or group demonstrations to commence before 6:00 a.m. or terminate after 5:00 p.m.;
      (3)   Refuse to issue the permits for parades or group demonstrations to be held at the same time and place as those designated in a permit issued pursuant to a written application previously received by the issuing authority;
      (4)   Require that the application for a permit specify whether or not minors below the age of 16 years will be permitted to participate. No minor below the age of 16 years will be permitted to participate unless written permission for the participation, signed by the parent or guardian of the minor, is presented to the issuing authority, a permit is applied for and the name of the minor is listed on any the permit issued;
      (5)   Require that the application for a permit shall specify and the permit shall designate the person or persons in charge of the activity. The person shall be required to accompany the parade or group demonstration and shall carry the permit with him or her at that time. The person shall be an adult 18 years or older. The permit shall not be valid in the possession of any other person; and
      (6)   Require that the application shall specify, within 50, the number of persons that will participate and, within five, the number of vehicles that will participate.
