§ 73.02 OPERATION.
   (A)   Lights required for night operation. It shall be unlawful for any person to operate a bicycle on any street or public place in the town after dark unless the bicycle shall be equipped with a light attached to the front and a reflector attached to the rear of same so as to be clearly visible.
   (B)   Use of sidewalks in business area. It shall be unlawful for any person to operate a bicycle upon any sidewalk in the business area of the town.
   (C)   Clinging to vehicles. It shall be unlawful for any person riding a bicycle to hold onto a moving automobile or other motor vehicle.
   (D)   Obedience to traffic rules; control generally. Any person operating a bicycle shall be required to observe traffic regulations or traffic-control signals in the same manner as required of operators of motor vehicles and shall be required to maintain the bicycle under complete control at all times.
   (E)   Helmet required for persons under 16. It shall be unlawful for any parent or legal guardian of a person below the age of 16 to knowingly permit that person to operate or be a passenger on a bicycle unless at all times when the person is so engaged he or she wears a protective bicycle helmet of good fit fastened securely upon the head with the straps of the helmet.
