§ 73.01 REGISTRATION.
   (A)   Required. It shall be unlawful for any person to operate or use a bicycle upon the streets or other public places of the town without first obtaining a certificate of registration from the Chief of Police of the town and attaching a license as shall be provided by the Chief of Police.
   (B)   Issuance. The Chief of Police shall provide registration plates or decals to be numbered in numerical order and it shall be the duty of the Chief of Police to attach one of the plates or decals to the frame of each bicycle and to issue a corresponding registration card to the owner of same upon payment of the fee herein required.
   (C)   Attaching to bicycle. The owner shall keep the license plate or decal attached to the bicycle to which it was issued whenever same shall be operated within the town.
   (D)   Registry. The Chief of Police shall maintain a permanent registry in which shall be entered the name, address and other pertinent information concerning each registered bicycle. The information shall include such as may be necessary for the identity of each bicycle.
   (E)   Sale or transfer. It shall be unlawful for any person to sell or transfer ownership of the bicycle without reporting the sale or transfer to the Chief of Police within 48 hours from the time of the transfer, giving full and complete information with reference to the transferee, and the purchaser or transferee shall apply for a registration of the bicycle within five days from the time the bicycle is acquired by him or her.
   (F)   Stamping of frame; mutilation of stamp and the like. It shall be unlawful for any person to willfully destroy, mutilate or alter the serial number or the number which was stamped into the frame of the bicycle, or registration card of any bicycle registered pursuant to this section so long as the registration shall be applicable. The Chief of Police is authorized to place a number on the frame of each bicycle at a place chosen by him or her by indenting same into the metal of the bicycle for identification purposes.
   (G)   Fee. The registration fee for each registration shall be an amount as set by the Town Council per year and same shall cover all charges in connection with each registration.
