§ 72.03 STOPPING IN THE STREET.
   (A)   No vehicle shall stop in any street except for the purpose of parking as prescribed in this chapter, unless the stop is made necessary by the approach of fire apparatus, by the approach of a funeral or other procession which has the right-of-way, by the stopping of a public conveyance, by the lowering of railway gates, by the giving of traffic signals, by the passing of some other vehicle or a pedestrian or by some emergency. In any case covered by these exceptions, the vehicles shall stop so as not to obstruct any driveway, footway, pedestrian aisle, safety zone, crossing or street intersection.
   (B)   Double parking will be allowed in areas marked on the official traffic maps upon the following conditions.
      (1)   Delivery trucks may be double parked for a specified period of time only under the following conditions:
         (a)   When there is not sufficient space to park at the curbing;
         (b)   When it is necessary for loading or unloading goods, wares or merchandise; and
         (c)   When there is at least one lane of traffic open upon the street where such delivery truck is parked.
      (2)   Passenger automobiles may double park only for the purpose of allowing passengers to alight from or enter the automobiles; provided that:
         (a)   No continuous double parking shall exceed 60 seconds;
         (b)   During the double parking, there shall be at all times a licensed driver in the driver’s seat; and
         (c)   The motor of the vehicle shall be in operation.
