Upon the written request of the owner or person in general charge of the operation and control of any parking area or driveway of a privately owned hospital, shopping center, apartment house, condominium complex, commercial office complex or other privately owned public vehicular area as defined in G.S. § 20-4.01(32), the city may regulate or prohibit during specified hours the stopping, standing, or parking of motor vehicles.
