3-1-3: WEEDS ON VACANT PROPERTY:
   A.   Notice To Remove: Whenever the owner or person in charge of vacant property permits the growth or accumulation of weeds, grass, or plants thereon, it shall be the duty of a designated representative of the city to serve notice upon such owner or person in charge, that such weeds, grass, or plants constitute a fire hazard and must be removed within seventy two (72) hours of such notice.
   B.   Failure To Comply; Removal By City; Costs: If such owner or person in charge fails to comply with such notice, he shall be subject to the penalty provided in section 3-1-4 of this chapter, and in addition to imposing such penalty, the city may enter upon such property, remove the hazardous growth thereof, and charge the cost of such removal against such property, the city clerk certifying such charges to the proper county official for collection in the same manner as other city taxes.
