(a) The owner of every animal shall be responsible for the removal of any excrete deposited by his or her animal on public walks, recreation areas, private property, public property or tree laws. No owner shall fail to remove the same.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
