351.16 EMERGENCY NO PARKING AREAS; SNOW EMERGENCIES.
   (a)    No owner or operator of any vehicle shall park any vehicle on any portion of any street where, because of construction, dangerous conditions, snow removal or other reason, the Director of Safety or his or her designee has declared an emergency no parking area to exist, and has so notified the public by causing signs to be erected indicating such no parking area.
   (b)   In the event of a snowfall which is likely to cause hazardous conditions, the City Manager or his or her designee may proclaim a snow emergency. A snow emergency plan will facilitate snow removal on thoroughfare and collector streets, expedite the movement of traffic and emergency vehicles and minimize the general disruption of traffic flow caused by the accumulation of snow.
   (c)   Snow emergency routes are defined as those streets, or portions of streets, designated by official signs on one or both sides thereof, installed by order of the City Manager.
   (d)   The following streets are hereby designated as snow emergency routes:
      (1)    Main Street
      (2)    Barron Street
      (3)    Maple Street
      (4)    Park Avenue
      (5)    South Franklin Street
      (6)    Frizzell Avenue
      (7)    Lexington Road
      (8)    Aukerman Street
      (9)    High Street - Barron to Aukerman
      (10)    Cherry Street - Wadsworth Street to Spring Street
   In addition, snow emergency routes for the downtown area and boundaries are designated in paragraph (e) (2) hereof.
   (e)   Upon declaration of a snow emergency, the snow emergency routes shall be cleared of all vehicles during the following specified time periods:
      (1)    Residential. No vehicle may be parked on a snow emergency route located in a residential area between the hours of 8:00 a.m. and 4:00 p.m.
      (2)    Downtown area. No vehicle may be parked on a snow emergency route located in the downtown area between the hours of 12:00 midnight and 6:00 a.m. The downtown area is defined as follows:
Main Street, bounded on the west by Beech Street and bounded on east by Maple Street
Wadsworth Street, bounded on the west by Beech Street and bounded on the east by Maple Street
Somers Street, bounded on the west by Beech Street and bounded on the east by Cherry Street
Barron Street, bounded on the north by Decatur Street and bounded on the south by Wadsworth Street
Cherry Street, bounded on the north by Somers Street and bounded on the south by Wadsworth Street
Beech Street, bounded on the north by Somers Street and bounded on the south by Wadsworth Street
   (f)   The Director of Service shall be responsible for procuring, posting and maintaining snow emergency route signs on all streets and roads designated as snow emergency routes.
   (g)   Any vehicle parked in violation of the snow emergency may be ticketed by police, removed and impounded. The cost of removal and impounding of such vehicle in violation of this section shall be borne by the owner of the vehicle.
