311.04 CLOSING STREETS DURING REPAIRS.
   (a)    Whenever in the opinion of the Director of Service it is deemed necessary to block any street or other public way or to stop traffic on or over any such street or other public way because of paving, repairing or improving the same, or when directed to do so by Council, the Director of Service shall cause a temporary obstruction to be placed across the street or other public way on which shall be displayed a sign showing that such street or public way so blocked is closed to traffic and, in the night time shall cause red lights to be placed on such obstruction to signify that such street or public way is closed.
   (b)   When any street or other public way has been blocked or closed pursuant to subsection (a) hereof and signs or lights have been displayed thereon, no person shall remove any blocking or obstruction, signs, notices or lights placed thereon or travel over or upon such street or other public way.
   (c)   This section shall apply to all persons except those living along such street or other public way between the points on the same where such obstructions or notices are placed who have no other way of egress or ingress. Such persons so living on such streets and other public ways which are closed to traffic who have no other egress or ingress to and from their premises shall not travel over or upon such streets or ways for a greater distance than is necessary to reach the nearest cross street or alley leading from the street closed and no person shall travel over or upon such street for a greater distance than is absolutely necessary. Any person living on such street or other public way closed as above described shall not travel on or over such street without first obtaining the consent of the Director of Service who shall notify such person of the points or places where they can enter and leave such street and no person shall use such street when forbidden by the Director of Service. The Director of Service shall have full power to control the use of closed streets both as to the time and manner of using the same.
   (d)   This section shall apply to streets when the same are being treated with oil if deemed necessary. This section shall be so construed as to permit the blocking of only one side or one-half of any street or other public way and in such case no person using the half of the street not blocked shall drive over or upon the blocked side.
