311.03 TOY VEHICLES ON ROADWAYS AND SIDEWALKS.
   (a)    No person riding upon any coaster, roller skates, sled, scooter, skateboard, toy vehicle or other similar device shall go upon any roadway except while crossing a street on a crosswalk and when so doing such person shall be granted the rights and shall be subject to all of the duties applicable to pedestrians.
   (b)   No person shall operate a bicycle, skateboard or other wheeled vehicle designed as a toy, upon a sidewalk in a business district or upon a sidewalk where signs are erected prohibiting such operation.
   (c)   No person shall operate a bicycle, skateboard, roller skates or other toy vehicle in a reckless manner which endangers pedestrian users of the sidewalk. No person shall cause to be placed upon any public sidewalk any structure or obstacle that interferes with the free and clear use of the sidewalk by pedestrians.
   (d)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
