When Council finds, by resolution, that the City has personal property which is obsolete, unneeded or is unfit for public use, that the City has need for other personal property of the same type, and that it will be in the best interest of the City to sell the obsolete, unneeded or unfit personal property simultaneously with the purchase of new personal property of the same type, Council may authorize the City Manager to offer to sell such property and to have the selling price credited against the purchase price of the new personal property. Such sale and purchase shall be consummated by a single contract. When advertising for bids for the purchase of personal property, such advertisements may include a notice of willingness to accept bids for the purchase of the City-owned property which is obsolete, unneeded or unfit for public use.
