The Squad Chief shall be appointed by the City Manager, with the concurrence of City Council. The Assistant Squad Chief, Captains and Lieutenants shall be appointed by the City Manager. In case of a vacancy occurring in such offices, the vacancy shall be filled in like manner, and the person so appointed to fill the vacancy shall hold the office vacated. The City Manager shall have full power to temporarily suspend any officer, during the pendency of any proceedings for his removal, when, in the City Manager’s judgment, it shall be to the best interest of the Division. The City Manager shall have full power to temporarily fill a vacancy occurring by such temporary suspension.
