There is hereby created a Division of Emergency Medical Rescue Service, which shall consist of a Squad Chief, an Assistant Squad Chief, as many Captains and Lieutenants as may be deemed necessary by the City Manager and as approved by City Council, and a squad company of thirty-five part-time volunteer members, more or less. All members, including the Squad Chief, shall be exempt from the civil service system as established by the City Charter. Members shall be recommended by the Squad Chief, subject to appointment by the City Manager.
