There is hereby created a Division of Fire, which shall consist of a Fire Chief, an Assistant Fire Chief, as many Captains and Lieutenants as may be deemed necessary by the City Manager and as approved by City Council, and a fire company of thirty-five part-time firefighters more or less. All members, including the Fire Chief, shall be exempt from the civil service system as established by the City Charter. Members shall be recommended by the Fire Chief, subject to the appointment by the City Manager.
