The Chief of Police shall be accountable to the Director of Safety. He shall perform the following duties:
(a) Formulate and administer procedures pertaining to the enforcement of rules and regulations for the operation of the Division of Police, including part-time police
officers and such auxiliary police as may be appointed.
(b) Be responsible for the preservation of the public peace, order and safety, the prevention and detection of crime, the apprehension of offenders, the protection of persons and property and the enforcement of all laws.
(c) Have control of the assignment of all police officers.
(d) Provide for the training and instruction of the officers and employees of the Division of Police.
(e) Act as a liaison officer with other law enforcement agencies. Perform such other duties as the Director of Safety may require.
