137.02 RULES AND REGULATIONS; RESPONSIBILITY; DISCIPLINARY ACTION.
   The Director of Safety shall be the administrative head of the Department. The Director, together with the administrative heads of each of the divisions, shall make all necessary rules and regulations for the administration of each of the divisions.
   Each of the division heads shall have charge of and be responsible for the proper maintenance of the apparatus and equipment of the division and the conduct of the employees thereof.
   The administrative head of each division may recommend to the City Manager disciplinary action against any member of the division for the violation of rules and regulations, disobedience to the orders of a superior officer or disorderly conduct while on duty.
