923.13 REMEDIES FOR NONPAYMENT OF CHARGES.
   (a) If the bill for any service rendered by the water service system and water treatment facilities remains unpaid for a period of thirty days from the due date, the Department of Service is hereby authorized to cut off water service, which shall then be resumed only upon payment by the user of an additional fee of twenty-five dollars ($25.00).
   (b) If such bill is not paid within sixty days and is deemed uncollectible, or at any other time that the bill may be deemed uncollectible, the Department of Service shall notify the Director of Finance, who is hereby authorized and directed to certify the delinquent bill to the County Auditor for collection as and at the same time that other taxes and assessments are collected. Where water service charges are not paid, the City shall have the additional right to remove or close water connections until payments are made.
   (c) When the due date of a City water bill falls on Sunday or a declared City holiday, the bill shall not be delinquent, and no penalty shall be added to the bill until the beginning of the second business day following the Sunday or holiday.
