(a) There is hereby created, as a division of the Department of Finance established by the City Charter, a Division of Taxation.
(b) The Director of Taxation shall be the administrative head of the Division and shall be accountable to the Director of Finance, who in turn shall be responsible to the City Manager. The Director of Taxation shall be appointed by the City Manager for an indefinite term subject to removal by the City Manager at any time. Should a vacancy in the position of Director of Taxation arise, the City Manager shall appoint an Acting Director of Taxation.
(c) The Director of Taxation shall make all necessary rules and regulations for the effective administration of the Division of Taxation and perform all duties imposed upon him pursuant to the provisions of any ordinance or resolution of Council, or by the Director of Finance or the City Manager. The Director of Taxation shall have charge of and be responsible for the proper maintenance of the equipment of the Division and the conduct of any employees thereof.
(d) The Director of Taxation and all employees of the Division shall be exempt from the civil service system as established by the City Charter.
