If all of the other foregoing requirements and conditions have been complied with, the Building Official shall issue a permit for the erection, hanging and attachment of the awning, canopy or marquee upon payment to him of a permit fee of three dollars ($3.00) and, except in the case of collapsible awnings, ten cents (10¢) for each ten square feet of area in horizontal projection of such awning, canopy or marquee.
