(a) On all streets running north and south, the numbers shall begin with 100 at Main Street and increase northward and southward at the rate of 100 numbers to each block or square beginning each consecutive hundred at each street intersection.
(b) On all streets running east and west, the numbers shall begin with 100 at Barron Street and increase eastward and westward at the rate of 100 numbers to each block or square beginning each consecutive hundred at each street intersection.
(c) The odd numbers shall be placed on the south and west side of all streets and the even numbers on the north and east sides of all streets.
(d) House numbers assigned and designated for existing dwelling and business structures within the City shall be certified as official and maintained as such on Building Division records and new numbers shall be assigned for new construction upon issuance of a building permit.
