If, during the progress of any work under a permit issued under this chapter, the terms thereof are not fully complied with, the Building Official shall have the authority to stop such work and direct and supervise the completion thereof in accordance with the terms of such permit or make such changes as are necessary to comply with any existing emergency at that time, all of which shall be at the applicant's cost.
