(a) A sum of money as and for burial expense shall be allowed to the estate of persons who die indigent while having a permanent residency in the City.
(b) The sum referred to in subsection (a) hereof shall not exceed seven hundred fifty dollars ($750.00) per burial and shall be used only for burial expense purposes.
(c) The sum referred to in subsection (a) hereof shall not be paid to estates of indigent permanent residents if not buried in Mound Hill Union Cemetery.
(d) The word "indigent", for purposes of this section, means a person dying destitute of property or means of subsistence and without money or credit and who was not gainfully employed at the time of death.
(e) The Director of Finance, along with the City Manager, shall determine all questions of indigency before payment is allowed.
