(a) No person shall retain or permit to be retained on premises under his or its control any garbage or animal, vegetable or cereal waste or offal for a longer period of time than ten days or keep or retain or permit the same to be kept or retained for more than twelve hours unless enclosed in a watertight tightly covered container.
(b) No person shall throw or permit to be thrown any garbage, trash or refuse into any stream flowing through the City or into the banks thereof.

(c) No person who owns property within the City which includes a structure for habitation shall allow the occupancy of the structure without refuse collection at that property. This collection must be by either the City’s agent or another hauler holding a permit for the collection of refuse within the City.
