(a) Containers Generally. It shall be the duty of every person occupying premises for any purpose from which the creation or accumulation of refuse results, to provide or cause to be provided a portable vessel, vessels or containers for holding refuse as hereinafter described. It shall be the duty of each user of refuse collection service to keep all containers clean and in a sanitary condition.
(b) Garbage Containers. Garbage containers shall be galvanized iron or other nonrusting metal or material of substantial construction. They shall hold not less than ten nor more than twenty-seven gallons, but in no case shall the combined weight of the container and contents exceed seventy-five pounds. Containers shall be provided with a handle or handles on the outside by which they may be lifted and emptied. They shall be watertight and shall be provided with a lid or cover sufficient to keep out water. Such lid shall be equipped with a handle and it shall be kept in place except when necessarily removed in the use of the vessel or container.
(c) Trash Containers. Trash containers shall be similar to garbage containers described above or may be baskets, crates, boxes or other containers of such size as may be easily handled by one man and of a construction substantial enough to not be broken in handling. No trash container and contents shall exceed seventy-five pounds in weight.
