931.03 RULES AND REGULATIONS; AUTHORITY OF DIRECTOR OF SERVICE.

The Director of Service, with the approval of the City Manager, is hereby empowered to make and enforce such reasonable rules and regulations as he may deem necessary in the operation or regulation of refuse collection and to carry out the provisions of this chapter.
