(a) For the purpose of providing funds to help finance and to more equitably distribute the cost of construction of necessary additions to the water distribution system, it is hereby determined and declared to be necessary to provide for the establishment, exaction and regulation of a water system capacity and connection charge, as hereinafter determined. Such charge shall be in addition to any and all other fees which may be imposed with respect to the City water distribution system.

(b) The funds received from the collection of such charge shall be deposited daily with the Director of Finance who shall credit them to a special fund from which Council may make appropriations for the payment of the cost and expense of engineering, construction, management and repair of the water distribution system, for the payment of the cost and expense of replacement, extension to or enlargement of the same and for the payment of principal and interest on any debt incurred for the construction of such water distribution system additions and/or improvements. (c) Persons desiring to make a new connection to the water distribution system must first make payment of the applicable water system capacity charge which is based upon the size of the water meter to be installed. The following is the schedule of charges:
