923.08 PROHIBITED PRACTICES.
   (a)    No person shall tamper with, move, operate, unscrew, open, obstruct or in any way attempt to meddle with any of the devices, valves, valve-box or cover, stopcock, stopcock box or cover or any other part or parts of the City water works without having express authority from the Director of Service.
   (b)    No service tapper, plumber or other person shall tap any water main, insert any service cock or pipe into any such main or in any way cut or break open any such main without having authority in writing from the Director of Service.
   (c)    No service tapper, plumber or other person, having placed pipes beneath any sidewalk, gutter or street of the City, shall fail to restore such sidewalk within three days and such street and gutter within five days. After such pipe is placed in the trench to the original condition and level in which it was found by such person, and as soon as any sidewalk, gutter or street is trenched for the purpose of placing pipe, such pipe shall be laid at once and such trenching filled immediately so as to render such trenching safe. While the same necessarily remains open it shall be carefully and adequately protected by barriers and lights.
   (d)   No person shall leave open any hydrant, tap, hose, water closet, bath fountains or any other fixtures in any public or private building or place, permitting the same to be running when not in actual use, either from want of repair, for protection against freezing or otherwise. However, in drawing water for drinking purposes, the person drawing the same may, while remaining at the hydrant or fixture, permit the warmed water in the service pipe to flow off, but immediately after such use such hydrant shall be closed and kept closed until the next use.
   (e)   No taker of water shall habitually permit others, not members of his or her household, to use water from such taker's service pipe. No person shall thus obtain water or carry water from any public drinking fountain or water trough.
