(a) Water service rates shall be billed monthly and shall be paid on or before the date stated on the bill and shall be delinquent thereafter. After a bill becomes delinquent, a ten percent penalty shall be added to the amount of such bill. If service is discontinued for nonpayment, a service charge of fifteen dollars ($15.00) shall be assessed and paid before service is restored.

(b) When the due date of a City water bill falls on Sunday or a declared City holiday the bill shall not be delinquent, and no penalty shall be added to the bill until the beginning of the second business day following the Sunday or holiday.
