The City shall provide an annual audit of the user charge and industrial cost recovery systems. The operation and maintenance costs of the treatment works, the total annual revenue requirements and budget and the total influent flow and wastewater loadings to the treatment works shall be reviewed annually to determine the adequacy of the revenue and the proper proportionality and reasonableness of the user charge system. The City reserves the right to change the rates of the user charge system from time to time in order to cover the change in the costs for operation and maintenance of its treatment works.
