The sewer charges or rentals charged pursuant to this chapter shall be collected by the Finance Director, and the City Manager shall make and enforce such bylaws and regulations as may be deemed necessary for the safe, economical and efficient management and protection of the City's construction and use of building sewers and connections to the sewerage system, and for the regulation, collection, rebating and refunding of such charges and rentals. Such bylaws and regulations shall have the effect of ordinances.
