921.38 REMEDIES FOR NONPAYMENT OF CHARGES.
   (a)   If the bill for any service rendered by the sanitary sewerage system and sewage treatment facilities remains unpaid for a period of thirty days from the due date, the Department of Service is hereby authorized to cut off water service, which shall then be resumed only upon payment by the user of an additional fee of fifteen dollars ($15.00).

   (b)   If such bill is not paid within sixty days and is deemed uncollectible, the Department of Service shall notify the Director of Finance, who is hereby authorized and directed to certify the delinquent bill to the County Auditor for collection as and at the same time that other taxes and assessments are collected. Where sewer service charges are not paid, the City shall have the additional right to remove or close sewer connections until payments are made.
   (c)   When the due date of a City sewer bill falls on Sunday or a declared City holiday, the bill shall not be delinquent, and no penalty shall be added to the bill until the beginning of the second business day following the Sunday or holiday.
