The sewer charge or rental provided in this chapter shall be payable monthly at the office of the City Treasurer, upon statements rendered in the method, manner and form as may be provided by the City Manager, at the same time and under the same terms that the charges for water service and garbage and refuse collection service for the lot, parcel of land, building or premises are payable. Payment of the water charge or other charges shall not be accepted without payment of the sewer user charge.
