921.33 SURCHARGE.
   (a)    Sewage or industrial wastes with concentrations of pollutants in excess of normal sewage acceptable for discharge into the sanitary sewerage system shall be subject to a surcharge. The surcharge shall be determined on the basis of any or all of the following constituents of the wastewater and as provided in this section:
      (1)    Total suspended solids;
      (2)    B.O.D., five days at twenty degrees Centigrade; and/or
      (3)    Total Kjeldahl nitrogen.
      (4)    Ether soluble oil and grease.
   (b)   When any or all of the constituents of water or waste accepted for admission to the system exceeds the values of these constituents for normal sewage, the excess concentration of any or all, as the case may be, shall be evaluated volumetrically in terms of normal sewage and shall be subject to a surcharge on the volume derived in
accordance with the following formula:
      (1)    Surcharge for B.O.D. for any user = CBOD x SBOD x D
      (2)    Surcharge for suspended solids for any user = Css x Sss x D
      (3)    Surcharge for total Kjeldahl nitrogen for any user = CTKN x STKN x D
      (4)    Surcharge for ether soluble oil and grease = CO&G x SO&GxD
   Where:
   CBOD = O & M cost attributable to BOD, $.077/# BOD
   Css = O & M cost attributable to suspended solids, $.037/# SS
   CTKN = O & M cost attributable to Total Kjeldahl Nitrogen, $.187/# TKN
   COG = O & M cost attributable to oil and grease, $.073/#O&G
SBOD = Excessive BOD loading for any industry, PPD = Q x [BOD -200 mg/l] x 8.34 lb./gal.
Sss = Excessive suspended solids for any industry, PPD = Q x [SS -250 mg/l] x 8.34 lb/gal.
   PPD = Pounds per day
STKN = Excessive total Kjeldahl nitrogen for any industry, PPD = (Q) [TKN - 30 mg/l] x 8.34 lb /gal.
   Q = Sewage flow for any user with excessive flow or pollutant loadings, MGD
   BOD = Observed BOD concentration for any user, mg/l
   SS = Observed suspended solids concentration for any user, mg/l
   TKN = Observed Total Kjeldahl nitrogen concentration for any user, mg/l
   D = Number of days in billing period.
