The owner of a house, building or property used for human occupancy, employment, recreation or other purpose, situated within the City and abutting on any street, alley or right of way in which there is now located, or may be in the future be located, a public sanitary sewer of the City, is hereby required, at his or her expense, to install suitable toilet facilities therein and to connect such facilities directly with the proper public sewer in accordance with this chapter within ninety days after date of official notice to do so, provided that a connection to such public sewer is available at the adjacent street or right of way. However, connection to the public sewer is not required if there is an existing, approved on-site wastewater disposal system to which suitable toilet facilities have already been connected.
