921.03 DISCHARGES TO NATURAL OUTLETS.

No person shall discharge to any natural outlet within the City, or in any area under the jurisdiction of the City, any sanitary sewage, industrial waste or other polluted water, except where suitable treatment has been provided in accordance with this chapter and with the NPDES permit.
