The Director of Service shall require the owner of all shade trees, which have a growth of three years or over, standing within the street or so close to the street that the branches thereof extend over or into the street, or those trees so located that the branches or tree itself might be blown into the street, to keep trees trimmed to a height of ten feet from the sidewalk and to cut and remove all trees and branches that may, in the opinion of the Director of Service, be dangerous.
A written notice to trim or cut such trees shall be served on the owner by the Director of Service (such notice to state what shall be done) in the manner provided by law for service of summons, except that any person may serve the notice. If the owner of such trees does not comply with the notice within ten days from the date of its service, the Director of Service may trim or cut the trees and charge the cost of the same to the owner. Unless paid within ten days from the date of doing such work, the Director of Service shall certify the cost to the County Auditor as a lien against the property of the owner of the trees, to be collected as other taxes.
