Whoever desires to take down, remove, trim or cut away any limbs or branches of any tree on or in any street, alley, or other public way or park shall apply to the Director of Service. If, in the judgment of the Director of Service, the desired taking down, removing or trimming appears necessary and the proposed method and workmanship is satisfactory, then the Director of Service shall issue a permit in duplicate therefor, the original to be kept on file for a period of not less than one year from the date of issue. The Director of Service shall also issue with the permit a copy of this chapter and a copy of printed instructions for trimming, pruning, caring for, removing and replanting trees. Any work done under such permit must be performed in strict accordance with the terms of this chapter and of such instructions.
