(a) Any person desiring to construct a parking cutout on a public way shall first obtain a permit therefor from the City Manager. No construction or work of any kind shall be done on such cutout until the permit required by this section has been issued.
(b) Application for a permit shall be made to the City Manager on forms prescribed by him.
(c) The fee for the permit shall be five dollars ($5.00).
(d) If the application submitted under subsection (b) hereof shows conformity with the terms of this chapter, the City Manager shall, upon payment of the required fee, issue the permit.
(e) Permits shall be revocable at the will of the City Manager.
