907.12 TEMPORARY DRIVEWAYS; PERMIT REQUIRED; FEE.
   No person shall establish a temporary driveway for the conveyance of vehicles across any parkway or sidewalk when no regular driveway is established unless a permit therefor is obtained from the City Manager. The fee for such permit shall be one dollar ($1.00). Such temporary driveway shall be properly planked so that the parkway, sidewalk and curb are adequately protected from injury.
   In the event that the parkway, sidewalk and/or curb are damaged incident to the use of such temporary driveway, then the person establishing same shall be required to restore such parkway, sidewalk and/or curb to its original condition at his own expense. This remedy shall be in addition to the penalty provided in Section 907.99.
