Whoever violates any of the provisions of this chapter or any regulations and specifications adopted thereunder shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00) for each offense. Each four-hour period that a violation is permitted to exist after notice in writing has been served by the Director upon the violator or his agent shall constitute a separate offense.
