The Director shall notify in writing the City police and fire authorities of all street opening permits he grants. Such notification shall state the nature of the work to be done, proposed beginning and completion dates and the location of such project. The permittee shall notify City police and fire authorities not more than one hour before the opening is made and not more than one hour after the opening is closed.
