Any time any person who operates or controls the operation of taxicabs desires to change the rates for transporting people, he shall make application to Council for authority to do so. Such application shall identify the person and briefly describe the nature and volume of his business. In addition, it shall contain schedules of present rates and proposed rates and a statement of the reasons for the change. No person shall change such rates without the approval of Council.
