Every person who operates or controls the operation of any taxicab shall submit such taxicab for inspection every six months for the purpose of ascertaining the condition of the brakes and other mechanical parts of the taxicab. Such inspection shall be under the control and supervision of the Chief of Police. If directed by the Chief, the inspection may be carried out by a private garage, but the Chief shall still supervise or witness the same. The cost of the inspection required by this section shall be borne by the person who owns or controls the taxicab.
